Quirk
Tiger form - Tiger form is a mutation type quirk which gives the user the abilities and some of the physical attributes of a tiger.
The user's skin has the markings and colouration of a tiger pelt, the user also has claws rather than nails on their fingers and retractable claws on their toes. They also have a tiger tail which improves their balance.
They have a higher bone density and muscle ratio, making them physically stronger, a little faster and more durable than the average human.
The user can also see well in low light due to having reflective eyes.
Appearance
As is the case with most people with a mutation type quirk Kitoko looks rather unique, however despite some of her physical peculiarities such as her claws, orange and black striped skin and green feline eyes, she still has the anatomy and the biology of the standard woman. Furthermore she has thick red hair which curls slightly and reaches her waist, she is also very tall for a lady, standing at exactly 6"4 (196cm) barefoot.
She is slim but possess ample curves, her legs and torso are both muscular and shapely, a physique which she feels quite comfortable with flaunting and often does so in a black or navy blue bikini. That isn't to say, however, that she is incapable of, nor indeed that she doesn't enjoy, dressing more appropriately when the situation calls for it.
Personality
Most people's first impressions of this woman bring about the thought of adjectives such as playful, flirtatious and mysterious. And in many ways they would be right.
She does take great pleasure in teasing people by flirting with them, particularly if it's their first time meeting her or if they are not yet accustomed to her somewhat sensual behaviour. However she'll be more casual and less flirtatious with people she's known for a while.
She comes off as a social butterfly and prides herself on knowing about pretty much everything notable going on in Hosu and being able to get information without them ever realising that they're giving anything away. But on the flip side, when people truly stop to think about it many people realize that they actually know very little about her. In fact, very few people actually truly get to know her.
Those few who she does allow into her secretive personal life find that she is actually quite wise and a good listener and is a good person to go to for practical advice on personal matters. And, despite her impure, borderlining on deviant behaviour, she is surprisingly gentle and attentive towards her loved ones and cares a lot about what they think of her.
She also is a surprisingly good teacher when it comes to practical work and explaining work processes and actually makes a decent mentor. Sometimes she even agrees to take on interns wishing to go into underground heroism.
While she prides herself on being able to get information out of people quickly without resorting to violence, that does not mean that she can't fight when it comes down to it. Her quirk, combined with a formidable knowledge of Karate, Sambo, Muay Thai, Krav Maga and Brazillian Jijitsu makes her a challenging opponent to deal with if a fight breaks out.
She also has liberal, slightly anarchist views; strongly believing that civilians should be allowed to use their quirks in self defence or to react to and neutralise a hostile situation. She believes that attacking villains without a hero licence would allow crime to be put to a stop infinitely more quickly. She also possesses a distinct distain for unnecessary authority figures and heroes looking to climb up the league tables. For this reason she secretly supports vigilantes and will often turn a blind eye if she comes across one.
Background
Both of her parents were reasonably wealthy Japanese business owners with a passion for wildlife. Once their companies had grown to the point that they were happily running themselves, they moved to Kenya and set up a wildlife hospital, sanctuary and rehabilitation centre with the profits.
And that is where Kitoko was born and raised for ten years, until she was sent to a Japanese boarding school to recieve a better education. While staying in the city, she took notice of the heroes working in and around the city against villain attacks, particularly the ones who worked undercover to unearth new information, noticing that they were rather unsung but understood why that was the case.
Later on she got into Yuuei; landing a spot in class B. When she graduated, rather than joining an agency, she used the money from her trust fund to buy, renovate and open a club which she named The Lavender Club. She also secretly registered it as the location of her agency.
Her club and drinks lounge is open for business every night and she frequently mingles with the public, using it as a means to gather information about possible upcoming threats or information about criminal activities. While doing this she goes only by the name Miss Lavender or Sarabi Lavender if she is specifically asked. However, her club also contains a well hidden secret bar with a single, heavily secured entrance in an obscure alleyway. It is in this place which she conducts her hero business such as making plans, doing her paperwork and passing on information. Only those who know her true name, Kitoko Oya, will be permitted to enter this secret bar.
She also often frequents other clubs and bars in the city for the same purpose and also to prevent criminal organisations from working out that her bar is the one gathering information about their movements.
She often spends the daytime secretly looking into plausible rumours and gathering evidence which she then passes on to other heroes who make the arrest and thereby draw suspicion away from her. On rare occasions she will make the arrests herself, but only if she's sure that it won't get out and the event will be held in absolute secrecy.
In fact she has done so well in hiding her hero work that rumours started to circulate about her actually being a villain. Kitoko does nothing to dispell these rumours and even adds fuel to the fire when it seems as if the rumours are dwindling. This is because she has found that it encourages criminals to frequent her bar and open up to her more freely about their plans.
While she technically has her own agency and thus is her own boss, she is affiliated with several other agencies to whom she passes on important information.
